DΓ­li, 07/11/2024: The Ministry of Higher Education, Science, and Culture, through the Directorate General of Higher Education and Science in collaboration with the Coordinating Commission of Universities and Institutes (CUIS – Portuguese acronym), is organizing the International Seminar on the National Qualification System of Timor-Leste (SNQ-TL) with the theme “Development and Validation of Competence Standards by SNQ-TL”, at Hotel Novo Turismo DΓ­li, over two days from July 11 to 12, 2024.

The objective of this Seminar is to discuss, develop, and validate the Competence Standards of the National Qualification System of Timor-Leste, which have been developed and identified by the review commission in previous phases. The working commission responsible for this review encompasses two sectors: the Academic Sector and the Technical-Vocational Sector, with the main priority of analyzing qualification levels and learning domains, resulting in the decision to reduce the qualification level from Level 10 to Level 8, and simplify the learning domains into three: (1. Knowledge, 2. Competence, 3. Autonomy and Responsibility).

The national and international speakers participating in this seminar are experts and relevant institutions focusing on human resource capacity building and the development of integrated systems related to human resource capacity aligned with market needs and the employment field.

The opening session, with a keynote speech by H.E. Prime Minister Kay Rala Xanana GusmΓ£o, on the first day of the Seminar (July 11, 2024), affirmed “the importance of training and capacity building of human resources, and the production of skills for national political and economic success.” Universities should fulfill the mission of preparing the future generation to manage the country. He also urged universities, ANAAA, and relevant institutions to continue improving their interventions, so that the educational system from basic to higher education can fulfill this role, as education is not just a service but a vocation and/or mission to serve and care.

The seminar concludes on July 12, 2024, with a discussion and validation session of the competence descriptors defined for Level 8 of the National Qualification System of Timor-Leste by the working commissions. This discussion session is divided into two groups, comprising the Higher Education Group and the TVET (technical and vocational education and training) Group.

Participating in this session are H.E. Minister of Higher Education, Science, and Culture, Dr. JosΓ© HonΓ³rio, accompanied by leaders and technicians from MESSK, along with participants from institutions such as INDMO, ANAAA, SEFOPE, CCI-TL, Magnificent Rectors/Presidents of Higher Education Institutions, and other relevant institutions.
