Dili, 24/06/2024: The team from the Ministry of Higher Education, Science and Culture, led by His Excellency the Minister, Dr. Josรฉ Honรณrio, accompanied by technical experts including the Acting Director-General, national and international advisors, and department heads, participated in a plenary session for the presentation and discussion of the proposal for Bill No. 5/VI (1st), “Higher Education Framework Bill,” at the National Parliament.

Therefore, the drafting of this bill began several weeks ago with a joint team comprising officials from the Ministry, along with the National Parliament’s G Commission and relevant institutions, conducting revisions and technical discussions to redefine legal definitions to meet the needs of higher education in Timor-Leste.
Currently, the Ministry operates under the Education Framework Law No. 14/2008, October 29, which regulates the education sector, including higher education. With the introduction of this Higher Education Framework Bill, regulatory competencies previously in force, especially regarding rules on implementing reforms in courses such as undergraduate, master’s, and doctoral degrees in Timor-Leste’s higher education institutions, will be updated.
In a recent session, following the final vote, His Excellency the Minister of Higher Education, Science, and Culture, Dr. Josรฉ Honรณrio, stated: “This new legal framework will focus specifically on higher education, as defined by the policy choices of the IX Government, aiming to address the current state of higher education in Timor-Leste and enhance its quality.”
