Aileu, 26/07/2024: His Excellency, the Minister of Higher Education, Science, and Culture, Dr. José Honório, conducted the closure of the “Standard Notebook Training for Higher Education Licensing,” organized by the National Directorate of Higher Education, at the ISC Polo, Municipality of Aileu Villa.
The objective of this activity is to offer training to the technicians of the Ministry of Higher Education, especially those from the General Directorate of Higher Education and the General Directorate of Planning and Finance, to better understand the rules and procedures in force regarding the criteria of the Standard Notebook for Licensing Higher Education Institutions in Timor-Leste. This way, in the future, the technicians will be able to effectively perform their functions related to the implementation, licensing, evaluation, monitoring, and verification of technical procedures in Higher Education Institutions in Timor-Leste.
The referred training took place over five (5) days, starting with the official opening by the General Director of Planning and Finance, Mr. Hernâni Viterbo da Costa Soares, on Monday, July 22, 2024, at the same location.
This training is based on the Ministerial Dispatch of the Ministry of Higher Education, Science, and Culture, No. 090/GM/MESCC/II/2020, regarding the “Standard Notebook for Licensing Higher Education Institutions,” which also serves as a legal guide to evaluate proposals and regulate the creation of new Higher Education Institutions to ensure the quality of Higher Education in Timor-Leste. It is also aligned with Decree-Law No. 8/2009, of May 19, concerning the “Legal Regime of Higher Education Institutions,” which regulates the constitution, attributions, functioning, and competencies of Higher Education Institutions.
The trainers for the five-day training were from the Technical Directorate of Higher Education – MESCC and the Coordination Unit for University and Institute Coordinators (CUIS – Portuguese acronym).
His Excellency, the Minister, accompanied by the Inspector General of MESCC, Mr. Domingos Barro, during the closing session, congratulated the participants who completed the training and also affirmed the IX Government’s policy, which plans to invest in the adjustment of Technical Higher Education Institutions (Polytechnic) with a plan to be implemented in Timor-Leste.
The closing session was attended by His Excellency, the President of the Municipality Authority of Aileu, PNTL Aileu, the Magnificent Rector of ISC, leadership positions and technicians from MESCC, lecturers, students, and technicians from ISC and other relevant institutions.
