Dili, 28/05/2024: His Excellency the Minister of Higher Education, Science, and Culture, Dr. JosΓ© HonΓ³rio, together with his technical team, presented the Draft Framework Law for Higher Education No. 5/VI(1st) to the National Parliament during the general debate phase.

In this debate session, the final voting result by the members of the National Parliament was: 40 votes in favor, 4 votes against, and 11 abstentions.

Currently, the law used to regulate Higher Education Institutions in Timor-Leste is Law No. 14/2008, of October 29th, concerning the Framework Law for Education. This law also provides the basis for the regulation and implementation of programs and policies in the Higher Education sector.

Therefore, considering the current challenges, such as the significant difficulties and obstacles in the Higher Education sector, especially in light of the existing developments, the Ministry of Higher Education, Science, and Culture intends to review and separate the specifics of this Law to further strengthen and improve the Higher Education system in Timor-Leste. The goal is to create conditions for the production of qualified human resources that align with market needs and other necessary dimensions.

Following this result, there will be a technical phase that will continue with technical discussions on amending some clauses and articles, which will be discussed with the National Parliament through Commission G and relevant institutions before being submitted to the final global phase.
